Well, then do a wget from your other hosting accounts (not on Dreamhost) - if you have any - and test DH's upstream speed.
I did this (with a file_get_contents php script) and it downloads data from my Dreamhost site at an average of 240 KB/s.

240kb/s doesn't even max my download speed. And does that even matter? Are we who use ADSL and cable getting 240kb/s on DH? No. You can blame it on our internet connection, but the site visitors don't care. They want speedy web page loads. Which they aren't getting. And which incidently other hosts are able to provide, as well as a full 300kb/s download speed on an 3000/1000 ADSL line. Isn't that weird.

Ok, with the wget test, it took me about 12 seconds to download it to my dreamhost server (herod). I then transfered it to school's host (NYU) which took about 15 seconds complete. So, overall not too bad.

Still, 240 KB/s is almost 2 Mbps...
I don't think that there is a shared host out there that will even _guarantee_ that speed to each visitor of your site.

I don't think there are shared hosts out there that guarantee any kind of speed. The difference is that my current host gives me 300kb/s. DH does not.

Personally, orginally I was moving along very slowly, but its now just as fast as my last host if not faster! It must be someone running a huge server command! That will sometimes do it!

DH plant if I've ever seen one.

I'm still getting reports of average 30-70KB/s on files from this host and 150-600KB/s from my other host. I'm doing too much to rely on one carrier so it is easy to compare.

edit: I'm on the Atlantic server
