Joomla 3.1.1 hangs on Database install

Joomla 3.1.1 hangs on Database install
I been trying to get the Latest clean install of Joomla 3.1.1 to work and each time it would get stuck at step 2 (of 3) of creating the databases. The Joomla site suggested I create a phprc file with the following

max_execution_time = 3000 ;
memory_limit=128M ;
magic_quotes_gpc = Off;
magic_quotes_runtime = Off;
magic_quotes_sybase = Off;
session.save_path = "/tmp"
log_errors = 1
error_log = /home/USERNAME/php.log

I checked it with PHPINFO() and the execution time and memory limit changed properly. After many frustrating hours I tried a suggestion of taking the /installation/sql/mysql/joomla.sql and using phpmyadmin to execute it and each time I received a Gateway Timeout error . upon refresh it appeared to of created the 65 tables. Not sure how I can prevent the gateway timeout to allow the regular installation to work?

I can install a clean install of 2.5.11 with no issues. It Fails upgrading to 3.02 with DB errors. Clean installs of 3.02, 3.03 and 3.1.1 all fail trying to create databases (at different files so it seems more of a time out issue then the SQL execution) . I am using PHP 5.4 Fast CGI with MySQLi (and tried MySQL as above stated and still failed) Also tried PHP5.4 CGI and it fails with the PHPMyAdmin raw create still.

The gateway timeout occurs 3 mins after the SQL script is executed in phpMyAdmin. By all google searches, this time cannot be increased or prevented in the SQL script or phprc?

Has anyone successfully installed Joomla 3.1.1 clean and wish to share how if so? (yes, asking same questions on Joomla site as I figured a two prong attack would be better.)

If you edit the SQL install file (Root/installation/SQL/mysql/joomla.sql) in something like notepad++ and replace all "ENGINE=InnoDB" with "ENGINE=MyIsam" the DB type is more responsive to the Joomla install conditions.

This did not work for me! Re the replace function.

The database just hangs up on creating the tables, also have altered the php file.

This very hard work!

Update! no it did work. That is what you must do! Follow Warheads instructions!!!

How to install Joomla 3 on dreamhost - the final bit when the install hangs up!

I found that it looks like it is hanging...I did change the max_execution to 3000 before but that did not help either...
THEN...I just let it hang there and process and after a few minutes it was successful...

I am not sure what processes this thing is accessing and going through but making coffee helped!
