Unusable PS server

DH asked me 1½ weeks ago if I was interested in a PS server. I said yes to the offer, as I could move back after a week without any problems.
I went for a 150Mb PS server, mainly running a SMF forum. I was shocked to find out 150Mb was far from enough. In idle mode with no activity, the PS server used between 115000k and 140000k of ram, which leaves barely nothing to run any site on a 150Mb PS.
I check the ram usage with the .ssh command top -c
Currently I have nothing unusual installed (I used to use my own php.ini file).

To make a long story short, DH told me my forum was using to many resources. But even a standard SMF forum is using way to much ram to run on the 150MB PS.
So I went for my private start page which I have been using for many years. It contains a simple table in 3 columns with some links and roughly 30 small icons. The icons are between 2 and 4Kb of size.

Please notice that the page I’m loading contains NO php script at all. It’s a basic HTML page with some small icons and some links.

DH claims it’s my pages that uses to much resources, but how can this be the case when loading a simple webpage use just as much ram?

There are resources that are required to run the underlying OS, Apache and such.

Each PS (VServer) is required to run unique instances of the entire server’s middleware, so this is part of your total allowance, whereas with a shared server this was considered overhead for the entire server, and not allocated to any individual user.

My PS runs ~60 MB with no site load, so I have about 90MB for php and I/O needs that sites present.

With all that said I find it very difficult to swallow that a “basic HTML” page would consume so much above and beyond that base. Is SMF still running when you conducted this test?
