Trouble redirecting to sub-directory

I have recently decided to host my domain with DreamHost. After doing the one click install of WordPress and getting everything set up correctly, I discovered that the blog portion of the site is only available at the ‘.net/blog/’ url and the general ‘.net’ url shows only the DreamHost quickstart.html file.

To remedy this, I uploaded a file named ‘index.php’ to the root directory of my website. This file contained the following code:

<? Header( "HTTP/1.1 301 Moved Permanently" ); Header( "Location:" ); ?>

From what I’ve read, this should suffice to make it redirect. However, every time I try to access the root domain I am, once again, shown the quickstart page.

Do I need to restart Apache to make it take effect? Can I restart Apache from the control panel? Is there a better way to make it redirect my root domain to a subfolder?

Would moving your WP installation “back” or “up” one level - and not bothering with the /blog/ part - be a sufficient solution?

The redirect works fine for me, it may be a caching issue for you.
