Depends on how big you want the network to get. Twitter was originally a Rails application, but because Ruby isn’t brilliant at massive concurrency, it doesn’t scale well, and eventually the site was ported to Scala, which runs on JVMs. Ruby itself is a quirky, fun beast, but you because of the type system - or lack of - you need some discipline to write good robust code in it. Ruby on Rails makes knocking up basic web apps laughably trivial once you get used to the tools.
