As far as the panel goes, it seems that clearing the *.dreamhost.com cookies, closing and re-launching your browser may help. Someone else posted in this forum with a reply they got from support. They’re aware of the problema and working to solve it.
E-mail issues, in my expirence, are not normally this severe. If you can, bear it out, and I suspect that in a week at most things will be much smoother.
