MySQL dump contains strange characters

I logged into my DreamHost account and used this command to dump one of my databases.
mysqldump -h mysql.dougware.net -p > dump.sql

Once I transferred it over to another linux system, it had strange characters in it (captial As with ^ or ~ over them, etc). Even viewing the dump file on the second system contains the strange characters.

I’m pretty sure this is a character set problem. So I set both systems in the shell to utf-8 by running
"export LC_ALL=en_US.UTF-8
export LANG=en_US.UTF-8
export LANGUAGE=en_US.UTF-8
export G_FILENAME_ENCODING=UTF-8" on both systems.

The strange characters are there. I need to move this one site away from my DreamHost account. Can someone tell me what I’m doing wrong?
