This is where things went pear-shaped. Don't modify the whois for your domain at DreamHost. According to the Verio instructions, you're supposed to add an "A" record to the DNS records at DreamHost. You need the IP address of your server at Verio.
I'll guess that you're referring to your Verio control panel here. If this is the case, I'll also guess that 188.8.131.52 is the IP address of the server that's hosting your domain at Verio. Please verify this.
At any rate, going with my instinct here, you need to remove hosting for your domain from the "Domains>Manage Domains" screen. You should see your domain in the table on that page.
1. In the "Web Hosting" column, you should click "delete" to tell the DreamHost system that you're not hosting this domain at DreamHost. This will also release the blank and www "A" records for your domain.
2. Then click on the "DNS" link for your domain. This will take you to the DNS entry editing page for that domain.
3. You will probably want to add two custom DNS entries. One blank one and one for "www". Both should be "A" records. Enter 184.108.40.206 as the "value" for the records. You can leave the comment blank or put in "Verio" if you want. Remember that you need to verify the IP address of your Verio server for me.
