Mod_rewrite setting location

Where is the setting for this?

I have tried countless times to get a working .htaccess file to work, just a simple:
RewriteEngine On
RewriteCond %{HTTP_REFERER} !^http://(.+.)?mysite.com/ [NC]
RewriteCond %{HTTP_REFERER} !^$
RewriteRule .*.(jpe?g|gif|bmp|png)$ /images/nohotlink.jpe [L]

I’ve put it in the root as well as the folder ‘/images’…
I’ve read that mod_rewrite is enabled by deafult…ok, I would just like to see ‘where’ for ‘my account’ it is enabled.

Can someone simply tell me where this setting is?

The setting is in the server configuration file and DreamHost does not provide a way for you to turn this on or off yourself.
