Foreign domain names are controlled by registries controlled by there own countries.
Foreign policies vary. For example you can’t register .ca (canadian) domain names unless your Canadian. I believe the Brits are the same way with the .co.uk names.
The lovely folks in Tongo relaized the value of there top level domain .to and made a lot of money selling surf.to/subjectmatterword and go.to/subjectmatterword addresses that forwarded. Probably quite a nice revenue stream (mostly from the porn industry).
