Junk Filter failure

[I cannot get JF to work at all. Its is three days since I sent the below to Support, and no response, so I’m really hoping someone here can answer it. Thanks.]

The config is set to tag mail from jftestblacklist@chrisjj.com (see below).
But messages from this address are not tagged (see below).

What’s up?

Please make no changes to my settings.
