How to edit Junk Mail -- Global Address List?

The Junk Mail page in webmail has a link to a “Global Address List”. When I click it, I get a new window with an empty list - no addresses defined.

  1. How global is this whitelist/blacklist? Is it per domain, or global for Dreamhost?
  2. Who can edit the global list? How?

I’ll take that link out. It’s useless for us. Mostly useful if you set up the filter for, say, one company and had a list of good addresses.
