Doesn’t matter, though. I got my answer from dreamhost. For anyone else who has this issue:
Google is aware that there are instances of domains being marked as setup
in their system when you haven’t done it yet.
They are working on a solution for the problem.
Unfortunately, Google doesn’t share the information saved on their
servers. You will need to contact them directly.
Google makes it a bit hard to find, but the email for their technical
support is email@example.com.
In my experience, it can take about 48 hours for them to get back to you.
In the last couple of months they have set up a process where you can
give them an alternate email address for the system administrator, and
they can automatically send the password to that email address. Once you
have access to the account again, you can set that up here:
