Is this a script that you had up and running at another host--probably one that had CPanel?
If you're trying to open a file on a remote server, you'll probably want to take a look at this cURL article in the wiki.
If you're trying to open one of your own files, but you're doing something like include('http://www......./file.php'), you'll want to change it to include('/local/server/path/file.php') instead.

DH doesn't have the /public_html/ path, so you'll also need to update that where ever it's entered in the code.
You can also leave out the .keerokee part of the Dreamhost path.
If your script has a config file, or a section where you entered path info at some point, I'd start by going back through there and make sure it matches up with the Dreamhost path: /home/eeveechan/eeveeshq.com/
