Obviously some of your questions can only be answered by DreamHost support, but I’ll do my best to answer the others;
Gallery 2 is provided as a ‘one-click install’, so there should not be any issues with that. The requirements for e107 are shown on their site as “PHP 4.3.0 (or newer) and MySQL 3.22 (or newer)”, this also should not be a problem.
You should not have too many problems installing and using the PHPList package, but you will more than likely be subject to the 200 emails per hour limit. I don’t think this limit applies if you use the DreamHost supplied announce / discussion lists.

As already stated, yes, you can resell your space.
But just in case this is a deal-breaker, you should know that it’s not like your typical Cpanel/HSphere, etc… reseller account, where a whole new panel/account is created for each new user.
I know that it is not like cPanel/WHM.
I think I can very well get used to giving users what they need to run their accounts.
The problem may reside on their site, because cPanel and Fantastico are so easy to use.
Right now, the only thing holding me back, is the paying method.
I’m also thinking if I should or not host a mailing list here, and if the service that DH provides has all the features I need. Have you tested it? If it works for you, without so strict email restrictions, it may be a better option than phplist…
Unfortunately due to the large amount of credit card fraud which is
attempted through our servers every day, we are unable to accept payments
made from credit or debit cards which do not contain raised digits - this
includes ‘virtual’ cards.

Based on the system requirements listed on e107’s website, you should
have no problem installing it on your DreamHost account.
We actually include an automated installer for Gallery2 already (on the
"Goodies/One-Click Installs" section of your web panel) so that should be
even easier for you to set up.

As long as you’ve assembled your list in compliance with our tough
anti-spam policy (http://dreamhost.com/spam.html) and have subscription
logs of date/time/IP you should be fine. Of course our own announcement
list tool logs this information automatically.

I’m afraid that’s not OK. You’ll be limited to the 200 per hour in
either case.

You can absolutely resell your DreamHost account. No problem! You can
also have your customers sign up on their own if you’d like to take
advantage of our referral program. It’s really up to you!

Ha! I’m glad the “virtual card” worked fine for you in this case. I read the response from DH to mean that if you got flagged and were asked for a rubbing, that virtual card would not be acceptable. Obviously, not all charge transactions are flagged for “rubbing” treatment, and if yours is/was not flagged, it really doesn’t matter if you could have “rubbed” it or not, eh?
It appears that some virtual cards systems (or purchasers’ credit?) present less risk to DH than others.
