Enabling compression

I want to enable compression for content on my site. I followed the instructions on the support wiki to enable DEFLATE via my .htaccess file.

http://wiki.dreamhost.com/DEFLATE

However, it does not appear that the output is being compressed. I have tested with YSlow and CURL. Does anyone know what I need to do to enable DEFLATE compression? This is a Rails site and I added the following line to RAILS_ROOT/public/.htaccess:

AddOutputFilterByType DEFLATE text/html text/plain text/xml text/javascript text/css application/x-javascript

The wiki says it’s for Apache 2, which not all sites at DreamHost run. I checked my site, and it’s Apache 1.3. You can watch the headers via:
curl -v http://www.yoursite.com
