Cloudflare plays no role in the email system, it is a different 3rd party that is causing your issue. You can bypass the 3rd party filtering via your DreamHost Panel:

Panel → Mail → Anti-spam
click Edit Filter next to the affected mail domain
click the large Edit Settings button up top
click Change Filter Settings and Proceed to Disable Filtering
click Disable Filtering and Delete Allow/Block Lists

I am not a cloudflare fan. I’ve seen many sites perform much slower once they switch their front end to cloudflare.

As for using any of cloudflare’s so called security packages, IMO they filter with too broad a brush resulting in legit users being blocked.

However if you are not knowledgeable in RegEx and cannot block bad actors with either http config or htaccess on your own, cloudflare’s security may be your only alternative. Just know that their “one size fits all” approach has a serious downside and you surely will be blocking visitors.
