Chunked Transfer-Encoding forbidden

I am having a problem uploading to the Apache server on my VPS. When I try and POST a file I get te see the error:

[Sun Nov 04 20:46:56 2012] [error] [client 107.41.93.22] chunked Transfer-Encoding forbidden: /cgi-bin/dispatch.fcgi/test/xxxxapi.php

The access.log has the corresponding entry below:

107.41.93.22 - - [04/Nov/2012:20:46:56 -0800] “POST /test/xxxxapi.php HTTP/1.1” 200 407 “-” “Dalvik/1.4.0 (Linux; U; Android 2.3.6; SPH-D700 Build/GINGERBREAD)”

The server then returns the following HTML:

411 Length Required

Length Required

A request of the requested method POST requires a valid Content-length.

According to what I have read HTTP/1.1 and later support chunked transfers. Any idea why this would not be working or what I need to configure on the server?
