That's what a lot of hosts would have done... and Dreamhost isn't the only one that would just block the problem itself.
It's called SHARED hosting for a reason -- and his site isn't more important than the hundreds of sites he was probably affecting before they did that.
If a site's that busy or important, then pull it from the shared environment. That's common sense.
