That directory shouldn't be empty; that's where the SpamAssassin code is installed. Check the output of make install to see what happened.

I use basically the same commands. The only exception is that instead of setting PERL5LIB, I pass a -I option to the perl command when creating the makefile. (But I think that's only necessary because I installed my own Net::DNS package.)
