Has anyone managed to get TorrentFlux properly on DreamHost? It ever so often displays "Torrent Died".

I suspect the proc killer is doing that - too much cpu resources, or ram, most likely.

It's interesting that some IRC related applications are expressly forbidden in the TOS, but BitTorrent applications are shown as 'not encouraged'. However, the rest of the wiki article infers that Torrent applications (well Trackers at least) are not allowed. It is all a bit confusing.

I am not sure what 'not encouraged' means in this context, but I am guessing you will receive no help from DreamHost in regards to installing/debugging or otherwise running such applications.
