After creating the user, you will have to go to the "Account Privileges" section under "Billing" in the panel (https://panel.dreamhost.com/index.cgi?tr...g.access&) Then, click "Grant Privileges to a new Web ID." Follow the instructions to create a new web ID using your existing user, and then you will be able to control their privileges to your account once you have set it up.

You do not need to create a 'sub-account' to give others access to your panel. As Kyle said, you can do this by creating another WEBID and giving this WEBID certain panel 'privileges', as explained in the wiki article linked below;
