Not following those instructions alone. There may be ways around some of it, but those instructions require higher level (root) access than users have on the shared servers.

Not so fast there, Nathan!  This wiki is *not* the one you want to be trying to install here - check the other related thread to see why.
I'm thinking you want to use the "one-click" install of MediaWiki from the Control Panel, or at least a different wiki that you have a reasonable chance of successfully installing.
